Will GPU prices will go down?

when the new GPUs comes this year, does the RTX gpu prices will drop?

No. There will be little stock left and from history, prices dont drop

Used market prices will drop, new units probably won't online, but might in stores. If I were to guess I'd say Nvidia has probably already stopped production, or is at least slowing down production, of 20 series cards and is coasting on current stock until 30 series cards launch.

A lot depends on pricing and availability as well.  There’s some sort of announcement scheduled in the very near future but there are indications that actual GPUs may not be on shelves till October.  Other problems include the 7nm/8nm thing which makes speeds of the new consumer level GPUs an unknown.  There was a price leak for the “3090” that was insanely high, so it’s possible a lot of people will ignore the new Nvidia stuff and wait to see what AMD has to offer.   On the whole it’s possible but not super promising atm.  People that wait for AMD won’t be selling their GPUs on the used market till they replace them, and if stock isn’t available till October it’s going to be a while even if there is an announcement now and people pre-order. 
 

My personal attitude is I’m waiting to see what AMD has and if prices for both are insane I’ll buy nothing at all and do streaming or console or something.

If the Xbox is only $600, (and we already know it's around 2080 Super or TI GPU performance) and the just plain GPUs end up more expensive than that, there's going to be a lot of complaints from the tech community.
