Apparently. But we didn't know you were polish (I thought maybe croatia?) But in the US 2x4 for 35 is market price for new
And when building a mb/cpu/ram system from scratch, I try to go for 2x8 over 4x4 because future upgradability

Never running out of ram just makes everything super smooth. You are absolutely writing data to disk which massively slows your day to day performance. If you can afford it, it makes your life easier

Buddy of mine kept saying this over and over and over. "8GB is plenty enough. I never run over 70% ram use" until I just handed him an extra 8GB and he shut his damn face

Windows knows that you have plenty. So it will cache things in the RAM. This has been practice since Windows Vista. I only have 16 Gigs of ram and I use about half at any given time as well. Windows will uncache stuff if you need more ram. But it does this so your system is more responsive.

Um 8 Gigs is the min now days. 16 Gigs is the min for gaming. Because there are games out there that will leverage it. Plus Windows will cache items that you use often in ram, which makes the system more responsive.

So should I buy cheap mobo + processor 

And buy better ram?

Ummmmmmmm. I have hard drives in my system from like 7 years ago dude. You dont replace those until they DIE. You need to make sure you keep decent backups of your data. Then just wait for the disk to die one day.

Ssd is yellow and HDD is red in a disc checker and sometimes doesn't show up

Because that's how intel works. Chipsets go hand in hand with specific generations of chips. 270 was for 7th gen, 9100 is 9th gen because the first number is 9
