I would go open air. They generally run quieter and cooler. 

Though depends on what cards we're talking about. 

Afaik quadro's are specifically blower style to fit in certain servers.

blower GPU if your case doesnt have any fan to circulate the inner air, but have many vents (mostly small mITX cases)

as it will exhaust hot air out the back and draw in fresh air from the vents

 

open air cooler if your case airflow is decent

 

also because blower cards exhaust air, if your case airflow is setup in a negative pressure (more fans blowing out than in), their temperature may be higher as they have to work harder to move the same amount of air

 

though generally open air cooler have better temperature due to heatsink size

Well I was thinking about using the Phanteks Enthoo EVOLV ITX TG with 1 rear 140mm fan and 2 front 140mm and a 280mm AIO on the top. Which one is best?

come to think of it, blower cards might perform better in server racks than open air designs because they rely on the front to back airflow config on most servers to blow air from 1 side of the card to the rear exhaust, like some of the fanless cards that's meant specifically for these server racks

 

open air cards might create too much turbulence to work well in those

this looks horrible for either cards, not enough space between the card's fans and the red plate to draw air

 

but if i had to pick, probably open air given the amount of fan you'll have in the case

a blower card wont fare any better in this situation, as the case should receive a decent amount of airflow anyways

Well it is the cheapest ITX case while looking decent I can find in the UK.

Always prefer blower. Look better but it seems nvidia I’d going away from that. 
Not a fan of high pitch fans all over my card just to reach the same temps.

Sure I will go with a open-air fan GPU if I am installing lots of fans.

It is ok, I am not going to use the Phanteks, I will use the Metallic Gear Neo Mini V2 since it solves the clearance issue.
