Do you still get stutters if you disable FreeSync? Also do have you XMP (or your motherboards equivalent) enabled in your BIOS? If so, try disabling it and running your memory at stock speeds.

if i disable freesync i have alot of screen tearing and stutter like hell if i use v sync its better but if it drops under the refrash rate it stutters and i have done that too

For your RAM kit, is a 4x4GB or is it 2x8GB? If its 2x8GB, are you sure that your memory is installed in the correct configuration? You Motherboard should have a comprehensive memory diagram that you can consult.

I just remembered that the latest AMD Drivers have potential stuttering issues with some games. I suggest going through your game library and testing out some other games to see if the stutter issue remains.

Also, idk if your CPU is overclocked or not, but if it is set it back to stock speeds while you continue to try to fix this.

What refresh rate is your display set to? 165Hz is not a standard refresh rate and that could be causing these stutters. What other refresh rates can you set your display to?

Darn, that's not great. What happens why you lock it at 60? Does the stuttering go away?
