Im pretty new to PCs, I have a ryzen 3700x non overclocked. Maybe im just over worrying but here is some data

In cinebench (on the microsoft store) I get 4,833

But in timespy I get 9,799 while on guru3d they get 9,921. Im sure this is nothing but I just want to get the most out of my hardware in terms of stock settings.

I noticed alot of cpu issues revolve around ram and mine is at 3600Mhz 16 Gb

Did you set your ram to the XMP/DOCP profile in bios? If you didn't manually it's likely only running at 2133mhz and that could account for such discrepancies.

Your scores seem to be in line with most systems of the same caliber, I think you're worrying about nothing. Comparing your rig to that of another especially a benchmark result from a tech site isn't really viable as there are too many variables to consider. For example your driver/bios version, Windows version, Windows optimizations, background apps, different hardware clock speeds, thermals, and components in general. I would go through and make sure all your drivers, bios, and Windows install is up to date. Make sure you are getting the updates from the manufacturer websites for the components and not just using Windows Updates, as it has a tendency to get outdated or entirely wrong drivers.

ok thanks that helps. true there are alot of variables. So as long as my scores are similar im probably fine?

hmm im not sure i understand the wikipedia article (sorry lol)

"Margin of Error" basically means to account for changes in conditions. For example, if 2 people ran a test on the same CPU, and one person had no programs open and the other person had Spotify open, margin of error means to account for that. Of course, there are many more variables like this, such as heat, humidity, GPU cooldown, etc.

I literally cannot put it in more simple terms.

There is run to run variability in the test. Each run is not the same.

The same applies for your CPU, each one is different somewhat.

It's within that margin of error, it's fine.

ohhh ok sorry i was being stupid

when i compare from websites should I only look at it generally? like if they score in the 11,000s on should I look to see if my score  is in the 11,000s?

Take it with a grain of salt, all computers are different, you're not going to get exactly what the random websites did on their run. I wouldn't worry about comparing it at all, as long as you get the performance you want out of the computer  you shouldn't worry. Trying to rack your brain as to why your score is one to hundred points off of someone else's score is just pointless stress.
