Alright so I have a few questions

1. For my build (provided below) how much extra wattage would I need? Could I stick with a 550 watt instead of a 650 psu

2. From what I've read and watched, the i5-9600k is great for overclocking per its value. Most people overclock it safely to 5ghz, which the x63 AIO could I get over that while still remaining with safe temps?

3. The graphics card I plan to get is the Gigabyte GeForce RTX 2070 Super Windforce OC 3x, is it worth overclocking? - considering it has 3 fans it should be fine cooling wise right?

Of course I understand that it is different for everyone and I will have to do my own testing once I build the computer. and if you have any tips please let me know or anywhere I can improve on my build!

A good 550W will work fine. So the MWE Gold will work in either 550W or 650W.

I am not sure if the 5Ghz limit is because of thermals, or just because you wouldn't want to go higher in voltage; which is entirely possible too.

The 9600K isn't very great value at all though; especially when the 10600K and 3600(X) exist. Both overclocking and are 6 core 12 thread (instead of 6c6t of the 9600K)

You could usually get a bit more performance out of a videocard with overclocking, but GPU boost does it best to give a some more performance too.

No, I have not.

have you considered waiting for zen 3, ampere and big navi? with this budget waiting for the newer hardware is probably the best decision.

Yes my plan is to change it up when that does happen. But if new gens didnt come out this is the build I would go with hypothetically.

A 550w will pretty much be more than enough and you'll have some headroom.

It's on a platform that won't get updated and some may call it dead.

Either Zen 2 or comet lake. Though do note than zen doesn't have a lot of overclocking headroom. But they're still great.

But to answer your question.

We don't know as every chip has different capabilities.

Change that case. A p400a or meshify c or  a 500dx will be a lot better.

Get either Zen 2 or comet lake.

The p1 is great in some aspects but it's a qlc drive and for a causal user I'd just get an a2000.

Or wait for zen 3 and ampere,  as they're right around the corner. (I would personally do that).

i see, going 10th gen is definitely doable with your budget, no use buying a dead last gen platform in 2020.

I understand, but from basically everything I have read and videos I have watched. For 200 dollars this CPU is great. You can overclock well, and it performs fine for gaming. Sure you'll see a 10-15 increase, if that, in FPS if you go to i5-10600k, bit its a 130$ increase.

When you say "dead platform" I don't understand what you mean, just because newer ones come out doesn't mean that this one wont perform the same.

by dead platform i meant there would be little to no upgrade path, your only upgrade would be a 9700k/9900k. so the choice is up to you really. @gloop managed to fit the 10600k in your budget so its your decision.
