Help with choosing budget cpu

My cousin is looking to play mine craft at all max settings with lots of mods. They are trying to get a prebuilt computer and they are trying to save money by not getting a discrete graphics card. What would be the best prebuilt computer under $700 (without peripherals) with a solid cpu strong enough to handle minecraft on max with mods? If you can squeeze in a discrete graphics card that is worth the money that would be great. Links would be wonderful.

With 700$ you can easily fit a more than decent discrete GPU. Check out Austin Evan's build, it's right around your budget:

Well that sounds stupid.

 

Just go tell them now that they might as well throw 700 dollars out the window because they wont be happy with it and wont get the performance they want or are capable of getting with 700 dollars.

The only time I would not recommend even getting a dedicated GPU is if the CPU was a high-end i7 with Iris Pro graphics. Tell them to get a Kaveri A10 or A8 with a nice A88X mobo.
