He's got a budget of usd$1300 and a itx case, is it possible to build him a 1080p gaming pc?

Nope, his dad is getting him a better 1080p monitor, he just doesn't know it yet.

The stock cooler does handle it, but the L9a is quieter, performs a decent bit better while also being 17mm shorter. It's definitely not a necessity, but more of a nice thing to have.

It does come with a reference cooler but when it ramps up the fan noise is unbearable for silent free like me.

The L9a is good but it's a baby compared to the scythe fuma 2, and since he's using the CoolerMaster NR200 I was thinking of suggesting him use the scythe fuma 2.

just toss your computer to another room like linus and me

linus used a single TB3 cable, i used separate cables (tho display signal for 1080p 240hz is very picky on long cables so be wary)

I mean, the Fuma 2 is also a baby compared to an LN2 pot.

Comparing a dual-tower to one of the most low profile heatsinks on the market which uses a single 92mm fan is anything but fair really, but if the Fuma 2 fits in that case with no clearance issues then sure, go for it.

It fits, but the top of the heat sink touches the tempered glass side panel.
