I have watched the ltt video where the linus replaced the fans on a graphics card with noctoa fans and i was wandering how he controlled the fan curve to have it tided to gpu temps.

Changing GPU fans is not typically very simple as there are so few aftermarket heatsinks for them... You can jerry rig your own fan onto the heatsink itself, but I guess the real question here is... why? 

 

To answer your question, you can either plug the fan into the mobo and use software to control it via GPU temp, or you likely can splice the new fan into the stock fans wires and plug it directly into the GPU that way.

You can use MSI Afterburner to make a custom fan curve.

Noise and performance are way better with 2 120mm fans.

Agreed, but no heatsink accepts 120's. You would have to jerry rig something. Can you use zip ties, sure. Can you 3D print something, sure. But at the end of the day, knowing the OP's use case would be helpful here. Typically stock heatsinks do "fine".

my zotac 1070 fans were terrible. They made a terrible noise, the stock fan splitter rested against the shroud and rattled anytime the fans ramped upped, the cooling wasn't great the card would thermal throttle, and for what ever reason the fans were always toggling between zero and 100%  rpm at idle. after trying to fix it for months i gave up and took the fans and shroud off and zipped tied 2x 120mm with them connected to a motherboard header.  It was the best thing i ever did. It runs so cool and quiet now.

I've been contemplating doing this with my msi 2080. At 70c the fans ramp up to jet engine. I think a couple 120's would do nicely.

I would it made my day. plus your 2080 heatsink has more surface area so it easier to mount too. Mounting my 2nd 120mm was tricky as its really more like 1 120mm and a 1 1/3 120mm. Even with using zip ties youll be surprised at how well you can  it will look.
