Technically you can. 

The 2600 may struggle depending on your steaming setup. (resolution/bitrate etc.).

Well with 8 gigs will certainly be heavily limited especially while streaming.  

You could always use the hardware encoder on your GPU. Though it's not really the best sadly.

You can but are going to have to set reasonable expectations.  

 

Lower graphics settings to something reasonable (1080p medium)

Use reasonable streaming settings:  Dont put it to 1080p 60fps.  Go for 720p 30-60fps.  You might only be able to get away with 720p30 but honestly thats fine.  Its really not terrible and for the longest time no one could stream above 720 to twitch anyways.  

 

In terms of potential future upgrades, all 3 major parts you listed could use an upgrade (that would net you a huge improvement) however:

 

1. 1650 super has the Turing NVENC encoder I believe, and its like 150 bucks.  That alone would be a huge upgrade to your streaming, while also netting you FPs while you play

2.  Adding more RAM, 8 gb is starting to get pretty stretched nowadays

3.  Upgrading that 2600 to a 3600 (160$ US recently! awesome deal!).  I would still go for GPU with NVENC first, but honestly a 3600 is also such a good upgrade and can do some good software encoding.

Get OBS, run some test streams and experiment.  Its free.  Try different settings (resolution, framerate, bitrate) and watch the results to see what you can get that looks good.  Most people's initial mistake is just trying to go 1080p60FPS from go, and thats not an easy thing to do.
