Look for a used workstation with an older i5 or i7/Xeon. Add a 1050 and a monitor and your good

for 300 bucks i advise going used and get an optiplex with a 3770 and put a 1050/ti/570/580 (if it has a pcie connector).

You could play minecraft with that settings on 1080p. Roblox on medium 60fps i guess? Don't know about sims 4 tho but with that spec should be running well.

Actually if you could increase the budget to 400-500 you could play some "real games" with no performance handicap, since with that budget you can buy a decent graphic cards. But yea 300USD is really tight.....
