Trace the fan header cable and see if it's plugged in all the way

It's additional power distribution for GPU's that require it. Your GPU only needs the one connector. It's fine.

 

Did you test the fan? Follow it's power cable. Is it plugged in?

it's fine, most PSU comes with 2 6+2 pin PCI-E connectors on the end, and your GPU only uses one, so the other one can be left dangling (or ziptied as shown in pic)

It doesn’t spin on startup either, it’s just chilling there lol

I’m not sure how to follow it lol it’s under the metal and I can’t unscrew the metal part

u can access the back of the motherboard like how u access the front, there should be screws on the outer backside of the casing

 

edit: well... if you really cant fix it, could ask the vendor what's up

I assume those fans have 2 cables. One for RGB and one for power/rpm. That looks like the RGB cable.

 

In what manor are the 2 working fans connected? Then check the one that isn't and see if it's the same or different.

I found 3 of those and I’m sure there is a fourth under the bigger cable, so these connect to something

they could be getting power from the RGB header as well

 

i recommend asking your vendor what's the best move forward, dont wanna connect and break stuffs
