Windows 10 Mouse Scroll Wheel Problem

Hello i'm having a issue where in some Windows 10 programs, i can't scroll and when i select a dropdown menu, it instead scrolling the mouse wheel selects different options in the menu. It might be because I triggered a Windows Shortcut. It would be appreciated if someone helped. Thanks.

Did you press scroll lock?

Is Scroll Lock enabled?
