cpu fan loud as hell when doing anything but basic stuff

i got an old optiplex and without the graphics card installed, it ran (one) game at around 90 fps on the graphics built into it, the cpu is an i5 4590 btw. after i put in an rx 570 when i run the same game or really anything but like a browser and discord, the cpu fan gets really fucking loud and like it legit smells hot. i can open the case and have a seperate fan blowing air into it, but i have cats and my pc is near the floor so overtime dust is a big problem. besides just replacing the cooler, how do i make it shut the fuck up without burning my cpu

you can try running with the case open, see if the GPU is choking

and if the noise is really coming from your cpu

personally think it might be the PSU

-sigh- feeling like I'm being too negative lately

Depends. Assuming you've got PWM fan control and you're not maxing out on temps as it is, you can adjust the fan curve so that the fans spin slower at lower temps. The less they spin, the less noisy it will be, but also the higher your temps will go. You'll have to play around a bit to dial in a good speed that balances acceptable temps and noise.

 

If you can't get the noise down enough to satisfy without sacrificing too much temps, then your only other choice is to get better fans/cooler.

What are your CPU and GPU temperatures under load? You can install a program like RivaTuner Overlay to see what your usage and temperatures are while you're gaming, or a program like HWMonitor.

update, got an old thermaltake cooler from microcenter for like 15 bucks but it didnt fit.

 

btw specs are i5 4590, stock cooler, 16gb ddr3 1600mhz, stock optiplex 9020 motherboard, stock 9020 case, xfx rx 570 xxx, 500w thermaltake white psu, 256gb sata ssd, 2tb sata hdd.
