Is an i5 clocked at 2.8 GHz 16GB of DD3 RAM and a 2 TB hard drive decent for a server that will be setup as a seedbox?

You could go with something like a raspberry pi 4 too. Just need a decent usb storage solution. It would definately be a cheaper option when it comes to energy use.

CPU power is generally not a consideration for torrents. Only bandwidth and storage. It's better to allow less connections with a sustained bitrate than as many connections as possible at low bit rates because then they will be connected for longer with more overhead, thus increasing the download time for everyone connected. So say you have 4Mbits to share, you would probably allow 100 connections at 40, or 10 connections at 400, not 4000 connections at 1.

The issue is my upload sucks and in addition to this I have a 100 / 100 Mbps internet connection with my server with an awesome ISP that is based out of Europe.

I thought you were just going to use said system in your home. If this is a rented machine then yes it will be fine.

I mean if you are just wanting to do a seed box then you could save some money and go with a VPS with a guranteed link speed and the amount of storage you need. Would be cheaper and perform just as good if not better since you also get to tap into the shared resources.
