Will a gtx 1650 super bottle neck a regular i5-9400. I

It will be fine.

 

Wouldn't buy that chip for any reason though, if you don't already have it

Buy a Ryzen 5 3600 instead. It is better that that a lot of ways. Dont waste you money for 2 fps. Go buy a better gpu instead.
