For Photoshop and light Esport titles, honestly something like this would be more than enough imo:

PCPartPicker Part List: https://pcpartpicker.com/list/kNDtGc

CPU: AMD Ryzen 5 3600 3.6 GHz 6-Core Processor  ($171.89 @ Newegg)
Motherboard: Gigabyte B550 AORUS ELITE ATX AM4 Motherboard  ($159.99 @ B&H)
Memory: G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 CL16 Memory  ($79.99 @ Newegg)
Storage: Silicon Power A80 1 TB M.2-2280 NVME Solid State Drive  ($129.99 @ Amazon)
Video Card: MSI GeForce GTX 1660 SUPER 6 GB VENTUS XS OC Video Card  ($239.99 @ B&H)
Case: Phanteks Eclipse P400A ATX Mid Tower Case  ($70.98 @ Amazon)
Power Supply: Corsair CX (2017) 450 W 80+ Bronze Certified ATX Power Supply  ($69.93 @ Newegg)
Total: $922.76

That being said, if you want to make full use of the budget, then I'd recommend something along these lines:

PCPartPicker Part List: https://pcpartpicker.com/list/WdztGc

CPU: AMD Ryzen 7 3700X 3.6 GHz 8-Core Processor  ($279.30 @ Amazon)
CPU Cooler: Noctua NH-U12S chromax.black 55 CFM CPU Cooler  ($70.00)
Motherboard: MSI MAG B550 TOMAHAWK ATX AM4 Motherboard  ($179.99 @ Newegg)
Memory: G.Skill Ripjaws V 16 GB (2 x 8 GB) DDR4-3600 CL16 Memory  ($79.99 @ Newegg)
Storage: Silicon Power A80 1 TB M.2-2280 NVME Solid State Drive  ($129.99 @ Amazon)
Video Card: EVGA GeForce RTX 2070 SUPER 8 GB BLACK GAMING Video Card  ($519.99 @ Walmart)
Case: Fractal Design Meshify C ATX Mid Tower Case  ($98.98 @ Newegg)
Power Supply: be quiet! Straight Power 11 550 W 80+ Gold Certified Fully Modular ATX Power Supply  ($109.90 @ B&H)
Case Fan: Noctua NF-A14 industrialPPC-2000 PWM 107.41 CFM 140 mm Fan  ($27.95 @ Amazon)
Case Fan: Noctua NF-A14 industrialPPC-2000 PWM 107.41 CFM 140 mm Fan  ($27.95 @ Amazon)
Total: $1524.04

A 10600K would also be a good choice for Photoshop (since it's mostly single-core dependant) and for Esport titles (if you're going for the highest framerates possible).

If you do end up going with it instead of the 3700X, then a good board to pair it with would be MSI's Z490 Gaming Edge WIFI.
