I would say get for a NEW BUILD, AMD, it has better overall performance and the lower end 3rd gen R3s are actually really good.

If you are going used, then older Intel chips are pretty easy to find, you can even get decent dell pcs on ebay for cheap with decent i5s, just be careful if you do get one of those PCs is to make sure you can replace the PSU since the one it comes with is usually only around 300W

Bad choice of title.  
 

this will get locked, but for that kind of money what you’re looking at is a used prebuilt anyway so it sort of doesn’t matter.  That midrange hope is just that.  $500 US is low end used. 

Not a pro, not even very good.  I’m just old and have time currently.  Assuming I know a lot about computers can be a mistake.

You won't get a mid-range PC for under $1000USD. Most of what is available at a sub 500 price range in any currency doesn't get you past the CPU+MB unless you're looking for something that can't play a game made in the last 5 years.
