Console's gpus have their own dedicated silicon.

Because it occupies a small portion of the cpu's silicon whereas a dedicated GPU has its own pcb and silicon and will always be more powerful.

Because a consoles has to have GDDR5/6 crammed around the chip. Outside of custom solutions, you cant do that easily in a socketable system.

Its not, its an 8 core with 8 compute units.

 

The 4900H on mobile.

 

Essentially its a whole lot easier and more profitable for AMD to sell graphics solutions and CPUs seperatly for people who need that much performance.
