Games, programs or workloads that it will be used for: Gaming and primary home pc will be used on some graphics building work I do and for streaming 

Other details (existing parts lists, whether any peripherals are needed, what you're upgrading from, when you're going to buy, what resolution and refresh rate you want to play at, etc): I am planning on running 2 of these monitors Samsung 32-Inch CJG50 144Hz Curved Gaming Monitor (LC32JG50QQNZA) – WQHD Computer Monitor, 2560 x 1440p Resolution, 4ms Response, Game Mode, HDMI I have one of them already and I am reedy to buy my remaining components 

Hay all this is my first pc build I already have most of my components but I am struggling with choosing the absolute best ram to run with what I have together so far

PCI-e 4.0, not L.

It's the newest generation of storage interface that AMD's 5XX chipset have included within them.

not rely saying I want to I just want it last as long as posable and be able to handle what I through at it down the road I have this build together infect I'm on it right now but it seems to be having problems and I cant get it figured out only difference is I'm running this for my ram Corsair CMW64GX4M4C3000C15 Vengeance RGB Pro 64GB (4x16GB) DDR4 3000 (PC4-24000) C15 Desktop Memory Black 

I just think its my ram causing me the trouble I'm having

What problems are you having and why do you think it's the ram? What are the rest of the specs?

What are the rest of the specs? what do you mean? it keeps freezing up on me and after I turn it off  then try to turn it back on many times the power supply's fan will spin up and not stop freezing the startup forcing me to kill the power to get it to stop and then restart the pc over again
