Price spikes at like 2133 or something.

You should definitely try and get some 2x4GB 2133MHz RAM, Corsair or G.SKILL would be good. Also there isn't that much of a price difference between 1600MHz and 2133MHz, probably at most $20.

Get any 1600mhz or higher but make sure CL9 or less no pont in getting 2133 CL11 no better at all as you divide cas latency by mhz so 1600mhz cl9 =0.005625 sec to respond while 2133mhz cl11 =0.0051570... so thats 0.000467944 of a second faster for $20 I think not.

The response time is irrelevant for an apu. It raw bandwidth that you want. in the uk 2666mhz is cheap and you can always under clock it and run tighter timings if the apu or board wont run it at 2666mhz
