Is the way I plugged the PCIE connector to the GPU ok?

Yes 

Infact this is generally a better way as it can prevent GPU sag ( which isn't bad tho)

So I just built my first pc but my friend apparently said I should’ve put the pcie cable down instead of up but I couldn’t do it since the cable is sorta a nightmare to cable manage and all. The pc works and all and the cable doesn’t block any fans. I would like to hear your opinion.

Thats perfectly fine, it doesn't affect anything other than aesthetics. In some cases or with some cables, they may look better one way or the other but they are both fine.
