WHERE I NEED ADVICE/HELP:

 

I know this will bottleneck, but still gives out great FPS.

Is bottleneck a bad thing in the long term? I might upgrade to a better CPU in the future but as of now I don't want to get a lower performing GPU than the 2070 SUPER.

 

 

I am a total noob and open to all suggestions, do correct me if I am wrong here.

You can't get the newer Intel chips? They're much better.

Otherwise I'd go Ryzen.

I don't think the T4E has Windows 10 support for the utility, so you'd be stuck just using it barebones. Still works, you just don't have access to tweaking anything.

So for your budget is about like £1200, you could easily get a decent ryzen build correct me if there are any different prices in your country
