How does the Plugable USB 3.0 Universal Laptop work

I cam across this weird dock : https://www.newegg.com/black-plugable-technologies-ud-3900/p/1DN-000M-00002

It apparently can do duel monitors and a bunch of other connectors all through USB3.0 how it doing this? USB is not typical a graphic connector. Let alone two monitors. 

I am assume its pretty bad.

There are a couple kinds of of USB 3.0. There’s gen1 and gen 2 (the naming scheme has been complained about)  my memory is 3.0 gen2 will do UsbC (3.0gen 2) which is used for monitors.  I understand it works fine, though one needs the right kind of monitor.

interesting. My parents are currently using one to connect there laptops. It seems like its working. But I have not tried to push the limits. Like connecting two monitors a bunch of hard drives, ethernet, and two monitors. too see what would happen.
