The Windows store sells em for around 100, that is definitely the best way to get them ^{ebay, theyre like $5}

Yes, it's expensive. Yes, there are cheaper alternatives. Those cheaper alternatives are shady af, and often even morally inferior to piracy. If the legit option is too expensive just use it without activation, the watermark is barely visible and you probably don't spend much time looking at the wallpaper anyway

What I said is pretty much all there's to it as far as I know. You won't be able to set a desktop background and there'll be a watermark like this (not just on the desktop, it's drawn over apps):
