does gpu fan meant to be off on low temps ?

i have a 1660s triple fan from gigabyte are the fans meant to be off on low temps like 50degrees ?

 

what is better for the gpu semi-passib or active fan ?

Leave it as is 

0rpm mode won't hurt anything

Most modern GPU's have zero RPM mode for noise and you can adjust the fan curve for when you will want it to turn on. At 50C there is nothing to worry about, completely safe.
