Not any of the modern processors, no. Only some old ones could be unlocked.

And didn't that also involve motherboard manufacturers to release a special BIOS that lets you do just that?

Depends on how far back we look, like e.g. there were some CPUs where you could use a pencil to draw a line between certain traces on the CPU to unlock the CPU. But yes, some mobos offered such an option right in the BIOS as well.
