Gsync Stutter With Small FPS Drop - HELP

So I have a 165hz Gsync monitor (Asus PG279Q) and am experiencing some weird stutter when dropping only a few frames. I followed the Blur Buster guide on how to properly set up Gsync https://blurbusters.com/gsync/gsync101-input-lag-tests-and-settings/14/ - I turned on vsync in NVCP, Disabled vsync in game, Use RTSS to cap fps 3 frames below native refresh rate (162fps). However while these settings do feel great overall, I am experience some strange stutter when my fps (for some reason) dips from 162 to 161 or any other value(160, 159, etc.) I thought gsync eliminates stutter when your fps fluctuates? I can be playing the lowest demanding game and still experience this slight fps drop + stutter. What really confuses me is when I uncap my fps I can easily achieve 250+fps in games (rtx 2080ti, 9700k) yet for some reason I am dropping frames when capped at 162???? I really don't know what to do and have tried almost every trick possible:

Fresh Windows Install

Reinstalled All Drivers (used DDU)

Swapped monitor  cables

Turned off Anti Virus

Closed All background tasks

Updated Bios

 

Please if someone can help me I would greatly appreciate it.

dont lock ur fps, try turning ultra low latency mode, this will lock fps automaticly 5-6 frames bellow monitor refresh rate

Just tried this, removed fps cap and  turned on low latency, yet my fps still drops by like 1 frame and the stutter still occurs.

stutter shouldnt occur like that with gsync, gsync makes it so transition from 100 to 80fps is smooth, do u use display port cable?
