cpu temps fluctuating

Hi guys! just got a new CPU cooler (MasterLiquid ML240L) and my cpu temps have been fluctuating like crazy, idle, it goes from 30 degrees to 40 degree, then slowly drops, is this normal?

For ryzen use hwinfo64 or ryzen master

normal ryzen behaviour, even at idle it jumps 10c up and down every few seconds, cuz its giving itself shots of voltage, pretty high voltage but in short bursts
