Are you buying in the US?
If not, then don't use US pricing. It's not relevant to you.

At a strictly component level, I'd get a better PSU, and a larger SSD. Ryzen 5s don't really need liquid cooling so I'd just get a decent air cooler and use the money saved in the other places.
