I need help choosing a graphics card for around $400 - $500 dollars in a $1,500 build.

Originally I was gonna go with a rx 5700 xt OC gigabyte but I want to make sure I can run 1080p 240hz and 240Fps at constant. (Card will be paired with a 3700x).

a $500 gpu in a $1550 pc (without peripherals) isn't usually going to give you the best gaming performance. the 5700xt is a good option (if it's under $440 USD). I suggest you post your build here so we can give feedback

Ya it’s $410 USD (rx 5700 xt). I have a 3700x; DDR 4 3600 Corsair vengeance pro memory; a 500 GB m.2 Samsung SSD; Seagate Barracuda 2TB HHD; 120 mm Corsair water cooler; NZXT H510 case; Tomahawk B450 MB; and a Corsair 650W 80+ Gold PS (on the parts list I have in my notes). I think it all comes out to around $950 so that’s why I have it as a $400 - $500 price range.

First of all 

Do you really need a 3700x ? 

Like will you be doing anything other than gaming ? 

Because while it has 2 more hyper threaded cores and it does have more ipc 

You won't be benifiting from that if it's just gaming 

I recommend if your only gaming to get a 3600

And then possibly a 2080 super ( which should be within the budget )

Yes. I occasionally stream on twitch once or twice a week and sometimes I edit my cousins YouTube videos for him. I think the 3700x is good for that but I was thinking of dropping the liquid AIO for now and putting that extra money towards a graphics card and then buying an AIO later since Ryzen stock coolers are decent. I still don’t know if that is the right choice though. Also some money will be put into a capture card (part of the $1,500 budget) but that can wait which is around another $100 towards a GC.

If he wanna make a machine 100% able to match next Gen consoles then 3700x and 5700 minimum.

I recommend keeping it if you are looking to keep your 3700x chill

Well next gen consoles will run an 8 core zen 2 chip 

But so far it is not looking promising 

And I doubt the "8 core zen 2 chip" will be comparable to the performance of what we have now

But we don't know that yet

OCing isn't even worth it on Ryzen...

X570 board and that Cooler, the CPU will OC by itself so no need to tune it

Wait one last thing. So instead of my capture card that I was going to get which is priced at $237, should I consider buying a 2070 super and then getting the capture card? I would rather have a better performing pc and wait a few weeks to stream than have one that is good but not great.

A 5700xt is basically the same as the 2070 super but cheaper so you won't be gaining performance by going with a 2070 super

If you're not in a hurry to upgrade, I would wait for the next gen graphics cards from nvidia & amd and new processors from amd. Even if you go with this gen hardware it will be cheaper than right now. Then again if you need the computer right now not much you can do.

In addition to what tofu said, I reccomened to ditch the cooler, you won't need that. get a sabrent rocket m.2 (pcie gen 3, it should be blue) and a phanteks p400a digital. After this and what Tofu said, you should be able to afford a 2080S as your GPU. If you can't, I reccomend saving your money with a 5700xt and just doing that build.

A reminder: Ryzen 3rd gen besides the 3900x and 3950x don't really like to OC, and next-gen chips are very likely going to be supported by the Tomahawk b450 MAX, so I reccomened not getting a x570.

It is. Even worst-case scenario (Cinnebench r20) The peak temp. should not exceed 80c, with most games while recording or streaming shouldn't exceede 75c, which in my book is good enough.

I don't know where you got those numbers from 

But that's not what I saw 

It's absolutely not enough to cool a 3700x especially while streaming 

At least from what I have seen
