Stuck on motherboard splash screen, been trying to fix for hours

I just built a pc with used parts. I have a GTX 970 EVGA, i7 3930k, gigabyte ga-x79-ud5 board. I keep getting stuck in the splash screen. I cannot enter bios. I can't boot from my USB to install windows. After leaving it, I end up stuck with a blinking white cursor in the top left of the screen. I have tried resetting CMOS, removing mobo battery, the dual bios button, every PCI-E slot for the GPU, nothing is fixing the issue. I even tried booting with an RX 580, but I could not even get video, and my keyboard lights wouldn't even turn on. The only thing I could do with the keyboard is ctrl+alt+del, which just resets the computer and nothing changes. Any advice is appreciated!

did you make sure the psu was unplugged and drained before resetting the cmos? if not, try it again. otherwise, i would flash the bios, and see if that gets it working.

I have reset the cmos many times, and I cannot access the BIOS or qflash to flash it. I even tried installing Windows on another computer and then trying to boot into windows to see if I could use @bios. Nothing so far.

you may still be able to enter q-flash, by pressing the "end" key at post.

Are there Fault Lights or Fault Codes on your mobo?  I believe almost all mobos have them, check your manual and it should point you in the right direction.

 

If I'm just guessing, based of past experience, it's almost always the RAM.  Try removing your RAM and putting it back in, or try different slots, try using just one stick.

This might sound funny...but I have a 7 year old psu that can't boot my 3200gon a b450 gaming pro carbon ac properly without plugging in to a surge protector...maybe my wall outlets aren't "clean" enough...or the psu is dying...

Try to reset CMOS press psu button to off disconnect it and hold the power button or press multiple times until you are surr, if still no go unplug CMOS batter it's a round coin looking thing on the board... That should reset all settings in the BIOS wait a few mi' the put it back and see what happen.

Ive tried resetting CMOS many times, removing batteries, no difference. The motherboard sounds like it beeps twice when I boot it on.

2 Beeps: Parity circuit failure. Explanation: The parity circuit is responsible for generating and checking the parity bit on the system memory when parity checking is used. This circuitry is not working properly. Diagnosis: This code usually means a problem with either the system memory or the motherboard.

Thanks Jeruzalem, does this mean the MOBO is dead?

im not sure, different motherboard manufacturers uphold different standards. however, on atleast 3 of them, it says that 2 beeps was a memory issue. so maybe you are lucky and only the memory is dead. change the RAM, and if it still gives 2 beeps, THEN the motherboard is probably dead. 

 

in all honestly, you bought used parts. used parts should work just out of the box, giving no error at all. they were used, thus they have already been used and should be fine. otherwise its original owner would have thrown them out. the other explenation could be that you bought it from a rotten person who sold you his old busted crap. eitherway, i would get it refunded if possible.

I swapped the ram out, to test if that was the issue, and no luck. New kit of ram, same old problems. Stuck on the splash screen.
