If you have issues you may need to start over though. Best option I would recommend is making backup of your drive, then you can move stuff over. 

I personally created a virtual disk in disk utility then cloned my boot drive to that. Now I can mount it whenever after a clean install. 

So I have an old pc and I am planning to buy a new one and I am planning to transfer my storage device to the pc. 
My question is, will my settings, installed games and applications, security settings remain the same after I install the necessary drivers for my new pc?.

Are you just going to swap the drive in to the new machine? It should be fine. Windows will redo the drivers. Otherwise, if you clean install then answer would be no. Though there is a way to get some of your settings and stuff back. 

Steam games can be easily transferred. Applications have to be reinstalled on a clean install. 

Data can be transferred easily.

Yeah it shouldn't be a problem.

At least on Windows 10 you don't have to do a OOBE everytime before transfering the drive like on Windows 7.

Windows should handle everything for you, save for activation. When I upgraded my computer(going from my 3570K to 2600X), I just connected the drive to my new motherboard, turned it on, and when Windows booted, it recognized all the hardware and installed/activated all the necessary drivers, and I'm still using it since that upgrade took place.
