Heck no (so yes to your next question), basically every SD card I've had in the last 6 years or so maxes out a 2.0 reader with ease. USB2.0 rarely gets above 30MBps in my experience (even though 480Mbps/8 is 60MBps *shrug*).
I've had two different 3.0 readers, and there really is a speed increase (usually around 80-90MBps). Even the no-name 32GB uSD card I got with a $20 cheapo camera does 80MBps. There's not really a market for slow SD cards when the fast ones are basically just as cheap.
EDIT: I should probably add that I don't even use high end SD cards; there are ones that will go well above 100MBps.
