I've realized that I've been getting lower frames then I should with a 2080ti. I'm running on Ultra settings at 1080p, vsync and frame cap off.

 

My full specs are

Ryzen 3800X

Zotac AMP! Extreme 2080ti

MSI Ace X570

Corsair Dominator Platinum 32GB DDR4 at 3200 mhz

Flo Riing 360 plus AIO

 

I've already tried using DDU, putting NVIDIA settings for max performance on the global settings, making sure PhysX was using the GPU, and disabling the Uplay overlay but nothing has worked

It's not the game,I get more performance at 1440p Ultra with an overclocked GTX 1660.

I get an average of 70 FPS and never get below 65 FPS.

 

Something is definitely wrong here.

 

Try testing the CPU with Prime95 with the Small FFTs option

Try testing the GPU with  GPUPI 3.3.3,Press Calculate then OK to start.

Could simple be broken in a way similar to GTA V where if your framerate gets high enough performance dives significantly. Hence why playing GTA V with higher framerates with too many logical processors is actually impossible.

Nope,Ubisoft games like a lot of CPU cores and threads,even Assassin's Creed Unity from 2014 easily utilize 6 cores.

This person with a 3700X and a RTX 2070 gets more FPS than OP at 1440p:

Prime95 looks fine,but CPU temperature is high - this is an extreme workload so you can ignore the temp if your CPU isn't under 100% usage in workloads you use.

 

And the result in GPUPI is invalid,you didn't use the default settings.

The GPU is fine.

 

Seems like a software problem,It could be the drivers,the OS,or even the game version.

You can try different driver versions,different game versions if you have a backup of an old one or even try a clean install of Windows if all attempts fail.

It doesn't seem like anything is working so I'll reinstall windows. Do I need to wipe my storage devices too or can I keep my files?
