If i buy a RTX 2070 SUPER 8GB WINDFORCE OC and pair it with a Intel core i5-8400 how much bottleneck can i see if there is any

There'd be a slight one probably but you're always going to have a bottleneck somewhere. Your best bet is to look up reviews on YouTube to see if anyone paired the two. If you like the framerates it gets, go for it.

u will be fine its not perfect but could be worse and u can always update the cpu / board later just make sure your power supply can handel that gpu a i5 8400 seems like a prebuild system

As always with the bottleneck questions there isn't a definitive answer. It all depends what you're doing. 

 

I do a lot of gpu rendering so I could pair a 2080 Ti with something like a 3200g and not see a bottleneck. The cpu would be restrictive but it wouldn't affect the gpu as that would be pushed to the limits also. 

 

So it's all about what programs/games you want to use and as has been stated see if you can find stats for that pairing.

Then wait and buy next gen. Current rumors are that it'll have significantly improved RTX performance, which makes sense given this is first gen hardware.

I mostly only want rtx for testing like minecraft and some other games for the other part i just want a gpu that is good performance and is kinda future proof

No. You can drop down to a 3060 if you want similar performance or get the 3070 and get better performance.
