is my hard disk bottleneking?

so I was playing GTA with all lowest settings, my gpu was around 60% and cpu 50% the RAM at 80% and my hard disk at 100%

the fps were great but the game stutters and randomly blocked an suggestion?

how old is the hard drive? and what are the specs on it?

it is a wd blue 1tb 5400rpm it has more o less 5 years

sorry for the very late response. But yes that is definitely a bottleneck. You can pick up a fairly cheap 2TB 7200Rpm HDD. then you will also want an SSD for your OS and other light applications.
