So I have a problem with my 7700k build and I couldn't think of a better place to ask about it than right here! As you can see below, when running a Cinebench test, my score is a whole almost 800 points lower than the comparable system (#7. #10 is an old run). Why is this? Whatever it is, to me it seems like I have a loss to the full power of my CPU, and I can definitely feel that when streaming a game like Destiny 2, and can only stream it at 720p60 and my CPU is pushing 100% the whole time and stutter starts to happen. Below are the only differences between the two 7700k builds:
#7 System (Comparison System 7700k):
- Render Score: 2420

- Windows 10, 64-bit, Core (build 17763)
- Cinebench Version: 20.030 RBBenchmark270378 64-bit

My build (Also 7700k build, 1070ti if that makes a difference):
- Render Score: 1691

- Windows 10, 64-bit, Professional Edition (build 18362)
- Cinebench Version: 20.060 RBBenchmark281795 64-bit

If anyone can give me some insight as to why this is the case and work to figure out what is going on here, it'd be a great help. Because as stated before, I do believe i am suffering performance loss due to it as a buddy of mine with a slightly worse AMD CPU than mine (like 11% slower i believe when I googled it) can push 1080p60 clean as day.

try to overclock it. by running it stock it gets lower speeds

yes. the other 7700k is likely overclocked in cinebench. try to overclok.

1596 in R20 is low for a stock 7700K. My 6700k at stock will do 2000+ easily.

 

Check your CPU temperatures. Run CPU-Z or HWinfo64 so you can see the clock speed to see if it's throttling.

Any programs running in the background? Check Task Manager for any other programs that might be using up CPU resources.

Posted below is a snip taken halfway through the Cinebench. Remained about the same for everything except temps moving around of course.

As for settings:
x264
Rate Control: VBR
Bitrate: 5000Kbps
CRF: 23
CPU Usage Preset: veryfast

Base Res: 1920x1080
Output Res: 1920x1080
Downscale Filter: Bilinear
Common FPS Value: 60

Your CPU temps look good and you're already overclocked at 4.5GHz across all cores. You should be getting a much higher score than that.

Close any other programs that might be running and run it again.

 

You could also try using NVENC encoding instead of CPU (software, x264).

Try using InSpectre to disable the Spectre and Meltdown mitigations and retest.

Closed literally everything, of course including Chrome, and made it up to 1818.

You could also try using CPUBalance and also unparking the CPU cores.

Interesting thought but that shouldn't cause that much difference, and my 6700k at 4.0GHz has the Spectre and Meltdown mitigations and it's still outperforming his 7700k at 4.5GHz. I think something else is amiss here.

Nothing out of the ordinary on Resource Monitor that I can see. My CPU usage sits around 25% mostly. The highest thing there is like StartMenuExperience.exe running at 403 threads, System running at 299 threads (don't know if thats abnormal), and AVGSvc.exe running at 172 threads (not running any scan or anything). Also, totaling up all the chrome processes, it uses a total of 819 threads, but I make sure to close all of them before running so it can't be that.
