Which one should i upgrade ?

Saying your budget is limited without giving us numbers means absolutely nothing.

There are better CPUs than the 10th gen i3, like the Ryzen 3300x.

If you can find a 4th gen i7 for the right price (under $100), it might be worth it.

I'm still running an overclocked i7-4790k. It does just fine as the single thread performance is still in the high end fields. With very basic OC i'm scoring 2700+ points in passmarks single thread test, with just an 4.7 Ghz @ 1.28V.

You should take a look in peformance benchmarks against 9900k.

 

I don't think this is a perfect time for a new build, so 4790k might be an good upgrade if it fits within ur budget.
