1650S should be a tad faster overall but only a tad, so it heavily depends on price.

 

If power draw is not so much of an issue old RX 580 is always an option, if it is a big deal (expensive electricity or you're putting it in a tiny case with bad airflow) then Nvidia rules.

a used 8GB RX 480/580 is a better option than either of those, same performance and more VRAM for less money

If you are buying new, I would get an XFX AMD Radeon RX 590, although if you are willing to buy used/refurbished you may be able to find better deals on RX 580s or 570s, I would look for the 8GB variant at least, anything lower could give performance issues when running at higher details.

If not an RX 580, then you're probably better off with the 5500XT if it's the same price, because it has image sharpening to cheat out more performance for nearly the same visuals at like 75% of the starting resolution, or a 590 even if it's the same price, would be a bit faster with an OC.

Actually here in greece the 1650s is 50€ cheaper that the 5500xt witch costs 220€ so I'll still be going with the 1650s
