X79 or X99 form Aliexpress

Here is my dilemma, x99 is generally better, supports m.2, DDR4 and better processors, but is supports DDR4, which costs more than DDR3 and is generally pricier.

Also, what is generally the quality of said boards and what is long term usage like?

Why those platforms at all?...just buy an AM4 something?

I have a total budget of... 220 USD, for the whole pc. There are some old xeons for $15 and I already have a PSU and GPU (although it's an HD 5870)

Although I'd maybe still stick to a $100 R7 1700 if you can find one, and then just any B350/B450 board and some RAM, might be able to stretch for that.

It was going for that much for a bit, it's near that price on alixepress, prices are a bit higher now in general I think

I have found some for 150 USD, If I had more that would be a no brainer, but the combo alone is about 210 USD and I would still need ram and the case

Same here, though I did not get the great package deal you snagged at the time.  Bought the E5-2678V3 (12C/24T) for US$85 and applied the Miyconst BIOS microcode mod to achieve Turbo-unlock on all cores to 3.3Ghz.  The motherboard cost me another $99. I bought desktop DDR3 1866 REDLINE Mushkin RAM for another $120.  Runs very cool with a SNOWMAN 6 pipe dual 120mm fan cooler (another $27).  Never goes above 63C under Prime95 tests. Idles in the high 20C's with ambient at 20C. CB R15=1830. You can pair this with a decent GPU up to RTX 2080 / 2080 Super without bottlenecking. For the money, the motherboard is exceptional quality (HuananZhi X99TF) and can handle either DDR3 OR DDR4 as it has 2 banks of 4 slots each (quad channel). Also has 2 NVME m.2 slots and another m.2 slot for a wifi card. Probably one of the best all around value:performance deals today, even with some  exceptional value from high-core count Ryzens. For some countries, it has a compelling landed cost.
