Budget (including currency):budget if possible 1500

Country: USA

Games, programs or workloads that it will be used for: latest and upcoming games

Other details I was thinking going with

AMD Ryzen 7 3700X

ROG Strix X570-I Gaming

Corsair Vengeance RGB Pro 3600

Corsair MP600 Force series 1TB

Sapphire 5700XT

I want it to build in a NZXT M1 case but sold out
Should I buy now or wait for the new Ryzen CPU and GPUs? Are they even coming out this year?

If you can afford to wait, wait. If you want something now, build now.

You're not going to see monumentally different performance between the new chips and what's already out.

I personally wouldn't get an AMD GPU but to each their own.

The new Ryzen will probably come out late this year in october, and there's no news on when the new Radeon cards will be coming out. I would buy this now.
