how to slow down a cpu?

i have a 9700 kf on an MSI gaming plus mb which is supposed to run at 3.6 mhz  and turbo up to 4.7 however it is running all the time at 4.9 and i cannot slow it down, any ideas ? if i enable game mode it slows down to 4.7 but it never runs at 3.6 ideas welcomed

Do you have Intel SpeedStep enabled? This should automatically set the clocks down if there is no load.

It's supposed to run at 4.6GHz, as that is its all-core boost.

Is Multicore Enhancement turned on in the BIOS? That might be the reason it's running at its single-core boost on all cores. 

That being said, if thermals and noise are not a problem, 4.9GHz is perfectly safe assuming voltages are under control.

just use windows balanced mode for clocks and voltage to drop in iddle, by  default 9700k will run 4.6ghz all core, 4.9ghz all core if multi core enhancement is enabled in bios

i had not thought of looking at Intel speedstep but if there is no fear of damaging the cpu i will look into the speed step  and other than that leave well alone
