CLA or Mhz

Quite a nube to pc, looking to upgrade from console when the new Nvidia 3000 line up is released in Q3,

Can someone please tell me what should be my priority. I've seen 4000 Hz ram at CLA 18, or 3200 Hz at CLA 14, is there an easy way to work out which is best (i.e. multiply the numbers) because my head is starting to hurt, and don't even get started on infinity engine.

divide them. 3200c16 is equivalent to 3600c18. 3600c16 is better than both. but that's the latency. what you want is a combination of low latency and high frequency. so a 3600c16 is better than 3600c18 which is better than 3200c16
