Please list out the waterblocks, and any back plates you used when waterblocking your card. Also any pictures of the installation process including thermal pad placements may be useful.

yes , my system was hardline watercooled .. 2 radiators , gpu block from thermaltake, cpu block from barrow, pump and res

 

So it was working fine, I was thinking about what the heck could have caused it and it was working until i took it apart to liquid metal the gpu die... i have since removed the liquid metal and gone back to thermal compound ... maybe when i took it apart something happened??? i re assembled it exactly as it was prior ... 

 

i believe i had this same issue when i orginally put the gpu block on the system ... I believe it was either a not seated properly, thermal compound, or a fan error issue built into the card which does not allow the card to run if there is no fan plugged in, but i do not know which it was and how i fixed it... had it running fine for a year or so ...

i currently have it air cooled and its working perfectly and overclocked .... dont have pictures but the thermal pads maybe causing it to not be seated properly causing it to instant overheat and not display? is that what your thinking ?

It's either that or perhaps the board is flexing just enough with the block due to torquing of the screws to hold it in place causing an issue.

Please link the exact waterblock, I can only find one for the 1080 Ti on their webpage, not for 1070.

 

I believe you are shorting out something on the card either by a missing thermal pad or a thermal pad that isn't suppose to be there. It's a bit hard to know if you've done everything "correct"without pictures since something is clearly wrong. GPUs dont have an issue with 0 rpm fans, so that is not it.
