Is it safe to overclock AMD Ryzen 3600?

I’ve been doing researching and I’m planning to build my own PC. I’m a video editor, and I do heavy 4k 60FPS. I saw the AMD Ryzen 5 3600 is a great CPU. Since I’m on a budget as well. I’m wondering if the CPU is safe for overclocking? The base is 3.6 GHz. I was thinking of manually OC to 4.1 ghz base. I do not want the CPU to go down under 3.8ghz. People are saying to upgrade the CPU but they are $100-$250 more. Amd Ryzen 3600x is not a good upgrade from the regular 3600. So overall, is OC the Ryzen 3600 adding 500mhz safe over clocking? Or is it too much?
Here is my build:

Here is my build:

get a 2700 or 2700x
Those extra 2 cores and 4 threads will be very noticable difference.
The stock cooler will handle pretty much.
My reccomendations:
Get a 2700/2700x, The wraith spire cooler will work just fine if you don't overclock it past 4.7ghz
Don't buy a new rx580, get a used one. You'll save quite some money. I'd wait for the RTX 3000 series to drop first and get a 1660 super when price drops as productivity is always better at Nvidia cards

Buy the samsung 970 evo 256 or 512 gb for boot drive and intel 660p for storage, this way you can get a lot more storage.

I'm running 4.3ghz all core at 1.275 (running a stability test overnight at 1.25) on my 3600 with no problems. Granted I don't do productivity (other than F@H) so I agree that you'd be better off to get a 3700x if you're doing video work.

Safe to OC? Sure, as long as you keep voltage and heat in check.

*Edit* Also go with a better Mobo like the tomahawk recommended.

The reason why I used the Samsung evo plus 1tb because I would like my ssd performance quick. Also have also other large files I would like to put in my PC that requires quick load speeds. I think 1tb will be okay. But thank you for the advice!

Thank you so much for the suggestions! For the SSD, I have videos that eat up a lot of storage capacity. I chose the Samsung evo plus because I heard it’s really quick. I urgently want my video editing import, read, and write really quick as possible. But I do already have a 3tb external hard drive to backup my storage.
