Is asrock x570 phantom gaming 4 and galax x570m are good for ryzen 9 3950x ? what do you think ?

have you checked out the mobo tier list yet?

How many watts do I need? ATX 3.0 & PCIe 5.0 spec, PSU misconceptions, protections explained, group reg is bad

The Phantom 4 is alright but there are better options out there. 

The Galax board on the other hand looks pretty bad, the VRM on it looks like something you'd see on a B450 board and it hasn't even got any cooling on it. It also says on their website that it only supports 64GB of RAM max instead of the usual 128 which is pretty odd.
