I'm currently running an i7-7700 on a gigabyte h110m-s2h mobo and a 1060 6gb. Should I upgrade my cpu/mobo to a Ryzen 7 3700x and Asus b450-f ($820AU) or my gpu to a MSI RTX 2060 Super Gaming X ($800AU). Any opinions/help is greatly appreciated :3.

I also bought Corsair vengeance rgb pro 2x8gb 3600mhz that doesn't seem to work with my mobo/cpu (system doesn't recognise it but I can change the lighting effects in ICUE) and I'm planning on holding onto it until I get a new cpu/mobo.

if your current board isn't utilizing your new ram properly at this point upgraded processor and board would be where I would go. Graphics card prices should normalize a bit lower once new models hit and the 1060 isn't all that bad as of now. There are plenty of good motherboard options using the b450 chipset, just keep in mind that if you buy one of the earlier models you'll need the bios updated in store.

@Arrogath is correct if you are looking to check your new ram kit.  However upgrading your graphics card first would yield you the largest performance increase.  I would personally do the motherboard and cpu first to make sure that ram kit is working as it should.

Your motherboard doesn’t support memory overclocking.
