Judging by the looks of the system, I would say the bearing is likely frozen up from dust over the many years its been in service. Time to get a new cooler.

If you can't get the fan to start with dusting using compressed air, you most likely won't need an entire new cooler. If the fan is dead and your heatsink is still in good shape, you may be able to purchase a replacement fan online. What model of cooler are you using and what socket type does your motherboard utilize?

Looking at the cooler, one can get better for $20 (or less). Why waste money on some 80-92mm fan? It looks like model where its more effort to swap the fan than what its worth.

You could replace the fan on the cooler for much less than $20 (more like $7 to $10). Although, if were having thermal issues or the old cooler was loud, it would be a good reason to upgrade to a better model with a larger/better-designed heatsink and quiet fan. 

 

@ProMarcs; If you weren't able to repair the fan on your current cooler, and the motherboard is one of the following socket types, I would recommend upgrading the cooler to the DeepCool Gammaxx 400 LED:    LGA20XX/LGA1366/LGA115X/LGA775, AM4/AM3+/AM3/AM2+/AM2/FM2+/FM2/FM1

What are load temps? I'm personally use OCCT.

Looks fine. Though that software reports voltages and CPU usage bit weirdly. Maybe try using another software. HWiNFO or Afterburner, or even CPU-Z.
