Hi guys I am having a bit of trouble with DOCP my pc tries to boot up 3 times but on the 4th try it takes me to the bios, it would work fine with the 1 stick of memory i had but then I got a second one and now it ownt work, I even tried changing it manually and still no boot any ideas as to what it could be?

Are the two sticks exactly the same brand/part number? Even with that, sometimes manufacturers use different memory chips on even the same part number, but the revision will be different.

increase DRAM voltage to 1.35 (up to 1.4v) and add a little bit to SoC voltage (don't go past 1.2).

Usually the revision number is included on the little printed sticker on the ram stick. It's not guaranteed that it will say though, some manufacturers are not transparent with this information.

If the sticker doesn't have any info regarding a part number difference or revision number difference, and if the sticks don't have aluminum heat-spreaders on them, you can always compare the information on the ram chips themselves.
